The spam seems to be mostly coming from tiny barely-moderated servers. Not like free-speech zones, just family servers who don't need moderating because everyone using it is moderate already.
I'm limiting them as I see them. At this point I'd hope every actively modded instance ought to have closed registration and be vetting new users.
Maybe I'll undo some of them later, but there's no follow relationships existing between our tiny server and their tiny servers anyway.
